Before you land in Bali, there are two simple online formalities besides your visa: the All Indonesia arrival card, a free digital declaration that combines immigration, customs and health details, and the Bali tourist levy, a one-time payment of IDR 150,000 per foreign visitor. Both take only a few minutes, but skipping them can mean delays at the airport.
This guide explains what each one is, who needs it, when and where to complete it, and how to avoid the fake websites that charge unnecessary fees.
What is the All Indonesia arrival card?
All Indonesia is the official digital arrival declaration for international travellers entering Indonesia, run by the government through allindonesia.imigrasi.go.id and its mobile app. Introduced in 2025, it brings together the forms that used to be separate: the electronic customs declaration (e-CD), the SATUSEHAT health pass and immigration details. After you submit it, you receive a QR code that can be scanned at immigration and customs at Bali airport.
- Who: all international arrivals, including Indian tourists, children and infants (each traveller needs a record, which can be submitted together).
- When: within 3 days before your arrival in Indonesia.
- Cost: free.
How to fill in the arrival card
- Open allindonesia.imigrasi.go.id or the official All Indonesia app, within 3 days before your flight lands.
- Enter your passport details, nationality, date of birth and contact details.
- Add your flight number, arrival date and the address of your first hotel in Bali.
- Complete the customs section: declare goods such as large amounts of cash, alcohol above the allowance, or items for sale.
- Answer the health questions.
- Submit and save the QR code on your phone, with a screenshot in case the airport Wi-Fi is slow.
Keep your hotel voucher open while you fill it in. On a Dreamland package, we send you your first hotel's address and a reminder before you travel.
Customs: what to declare
The customs part of the card asks about the goods you are bringing. Most tourists have nothing to declare, but you must declare cash or other payment instruments worth IDR 100 million or more, goods for sale, and alcohol or tobacco above the duty-free allowance. Indonesia has strict rules on drugs, which carry very severe penalties, and restrictions on bringing in certain foods, plants and animal products. Carry prescription medicines in their original packaging with a copy of the prescription.
What is the Bali tourist levy?
Since 14 February 2024, the Bali provincial government charges foreign tourists a one-time levy of IDR 150,000 per person (roughly ₹800) for each visit to Bali. The money supports the protection of Bali's culture and environment and the quality of tourism services. It is separate from the visa fee and applies to adults and children alike.
- Who pays: foreign visitors entering Bali, whether from abroad or from elsewhere in Indonesia.
- Exempt: holders of certain diplomatic, official, residency (KITAS/KITAP) and other specific visas; tourists on a Visa on Arrival are not exempt.
- How often: once per entry into Bali.
How to pay the Bali levy
The easiest way is online before you travel, through the official Love Bali website (lovebali.baliprov.go.id) or the Love Bali app. Enter your passport details and arrival date, pay by card, and you receive a voucher with a QR code by email. Keep it on your phone: it may be scanned at the airport, and officials can check it at major attractions during your stay.
If you have not paid in advance, you can pay at counters in the arrival area of Ngurah Rai airport, but this adds time after a long flight. Paying online the day before you fly is the smoothest option.
Avoid fake websites
Several websites look official but are run by private companies that charge extra fees for the arrival card, the levy or the e-VOA. The government arrival card is free, the levy is exactly IDR 150,000 per person, and the e-VOA fee is set by immigration. Check that the web address ends in .go.id before entering your passport or card details.
Checklist before you fly to Bali
- e-VOA approved, or cash or card ready for the Visa on Arrival
- All Indonesia arrival card submitted within 3 days before arrival, QR code saved
- Bali tourist levy paid, voucher saved
- Passport valid for 6 months, return ticket and hotel vouchers on your phone
- Some Indonesian rupiah or a forex card for the first day

Arriving at Ngurah Rai airport
The usual sequence is: VOA counter (if you do not have an e-VOA), levy check or counter, immigration, baggage claim and customs. Have your passport, e-VOA, arrival card QR code and levy voucher ready on your phone. Our driver waits outside the arrival hall with your name for the private transfer to your hotel.
Common questions at the airport
What if I forgot the arrival card? You can usually complete it on your phone at the airport using the free Wi-Fi, but it slows you down; it is far better to do it the day before your flight. What if my flight changes? Submit a new card with the correct flight details within the 3-day window. Do I need a printout? Not usually; the QR code on your phone is enough, but a screenshot helps if your phone battery or signal is low. Does the levy cover Nusa Penida and the Gili Islands? The Bali levy covers your stay in Bali, including day trips to Nusa Penida, which is part of Bali province. If your trip includes the Gili Islands, ask us to confirm the current rules for re-entering Bali.
